It is quite logical: they were not required to do the long years of testing by Operation Warp Speed. I would surmise that they are shifting the blame for vax problems/failures to Prez Trump... not totally untrue.

Most people embraced the warp speed solution to a situation that had suspiciously been presented as a global pandemic. In a sense we most all share a bit of guilt.
