Call signs are “Pain11” and “Pain12”.

MAJIC EYES QNLY -- a credible source -- has posted lengthy videos on rumble [Channel video # 99 for example], persuasively explaining that 11.3 & 11.4 are not calendar dates, but are Sections 3 & 4 in Chapter 11 of the U.S. Department of Defense Law of War Manual, stating what military actions can be taken once certain conditions -- like proof of foreign interference in U.S. elections -- have been met.
