That cuts peoples benefits. If you want the GOP to propose that, you must like Democrats winning elections.
If you protect the contributions of workers and cut welfare payments to illegals and layabouts (who vote Democrat anyway) you’ll GAIN votes for the GOP.
Or just let it collapse. That works too.
