Exactly. Replace the current regressive tax code with a Fair Tax Code (VAT).
16th Amendment is preserved and the “manner of taxation” will become Law (VAT/Fair Tax doesn’t go away).

The FAIRTAX is not a VAT. It is a national retail sales tax.
