He was actually commenting on reports of reconditioned tanks being sent into the zone via NATO and US sources. It's actually been chatter on the web I've seen.
About 2 - 3 months ago, Colonel MacGregor (retired) said there was an advance team from the US in the Ukraine that was comprised of a general and support staff typically sent into a region before troops are sent in to negotiate resources needed etc.
It's believed by MacGregor and some others Russia is preparing their major offensive. An article in the Economist a few weeks ago which I posted quoted the Ukrainian general in charge of the military forces saying that he knew Russia was preparing a large offensive and that the Ukrainians didn't have the needed resources for a large offensive, and that NATO allies didn't have enough to give him.
So if Russia's coming, then the US and NATO are preparing their Ukrainian proxy as well, but the tanks being sent in, along with other equipment (eg missiles) are old and/or specialized (not suited for this use). The tanks are retrofitted though.
NATO can't afford to lose but doesn't seem to have the equipment to win. So many lives lost - I've read stories of Ukrainian soldiers abandoned on the field without officers, after the officers run away.
Russia sacrificing - many losses on their side, but people like MacGregor say they're winning as the Russians lose 1 solder to every 8 -10 Ukrainian soldiers.

Intel Slava has had very interesting news lately. Russia is definitely working on a big offensive, and Ukraine military is basically a sucking chest wound.Ursula Van Leyden (name wrong?) an EU bigwig, admitted a few weeks ago that Ukraine has lost 100,000-150,000 men. They’re often losing hundreds a day, what to speak of the lack of commanders, communications in the field, or even food and water.

Although I do not imply any mal-intent on your part, Ms Note, this is a position we have heard since the beginning of the UKR/RUS conflict.
It is simultaneously gaslighting by the neo-Con wing of US politics AND a truism, well spoken.

NATO would be diminished by a “loss” but that is only because they are protecting a non-member from the assumed “evil Soviet” enemy of the West.
It also is very much about a severe loss in FINANCIAL resources that exposes the evidence that since the end of Trump’s administration, Europe has returned to their slacker ways in NATO and are heavily dependent on us, the US Taxpayer, to fund their efforts.
NATO-Europe is once again not participating in the NATO agreement and the Biden administration is more than happy to pay for UKR to stop the “evil Soviet” hegemony.
