When Devolution first came about I followed it. After awhile I had more questions than answers about it. The unwillingness of Jon Herold to professionally answer those who questioned Devolution without using personal attacks turned me off and I lost interest or belief his theory as he was presenting it. Came across the above which takes each presentation of Mr. Herold’s and dissects it showing why it is not valid. There are more segments at the links. YMMV

Continuity of Government was not started under Trump. Neither the strategy nor the plans were something that Trump enacted in lieu of election fraud or in response to it. The facts are that the first and ONLY time COG has EVER been implemented in the modern era (since 1814) was under President George W. Bush on September 11th, 2001. There have been many plans drawn up for COG by numerous administrations prior to that date, but only President Bush implemented those plans, and they have never been rescinded.

During the Carter administration, COG planning was brought under the umbrella of the newly created Federal Emergency Management Agency (FEMA). The Reagan administration embraced and enhanced COG operations as part of its strategic military posture, which involved planning to fight and win a limited nuclear exchange with the Soviet Union. COG protocols have been updated by every successive presidential administration, and existing COG plans were even implemented shortly after 9/11.

It is true that President Donald Trump did sign Executive Order 13961, and this does pertain to Continuity of Government, but this is a continuation of the COG that Bush initiated in 2001. Since 2001, executive orders have been issued by every single administration to detail their structure for COG. You can view Trump’s executive order here:

Upon reading EO 13961, you can see that it is in direct alignment with 3 previous directives, one of which it also amends. These are both Federal Continuity Directives (FCD 1 & 2) of 2017, and Presidential Policy Directive 40 (PPD 40) of 2016. While PPD 40 is not publicly available, both FCD 1 & 2 are, and by reading the text in those Directives you can trace its successor as well. This can be done over and over, and eventually you will find that EO 13961 is a successor to a 1955 Eisenhower Directive: NSC 5521 - Relocation Plan.

It is important to understand from this series that the events surrounding the terrorist attacks on September 11th, 2001 was the culmination of decades of COG planning.

Establishing that we are currently in a Continuity of Government stature is important to understanding what is allowed to happen within it. Basically, the Constitution can be suspended at any time, a shadow government can exist, and enormous powers are granted to the Executive Branch and the President. This is no more obvious than when President Obama issued National Security Presidential Directive (NSPD) 51 which ultimately gives all power to the President (https://irp.faos.org/ffdocs/nspd/nspd-51.htm). With the throne of the President-King fully intact, the Deep State would be ready for their 16-year plan, except Hillary Clinton was never supposed to lose.
