unintentionally deleted files

Unintentionally, my left foot! NO! ALL IT people stress, over and over again, the importance of backups. I am positive the FAA has redundant systems so that accident can delete the files in a "key" (no less) computer system.

I don't have enough faith to believe that.

agreed.
in ordinary use a live data base would\should have the files locked.(and i am guessing a backup file is read only.)

ever try to delete a file that is open in windows (or open in any other program ?) no can do.

extra ordinary use...files can be marked for deletion later, after some event occurs. (delete after reboot)
