They would if the King etc was in military uniform as it’s basic military courtesy to salute other foreign military in a formal setting. Unlikely though to see a Royal in uniform in the US.

However, Harry wouldn’t be allowed to salute in the UK unless he was in uniform (just as he wasn’t allowed to salute as he passed the Cenotaph during Elizabeth II’s funeral). He’s not American, not in uniform & not a working representative of the Royal Family.
He’s no longer an officer in the UK. He has no military rank. And according to an US army web page, a non military royal of a friendly foreign power is not entitled to a salute.
