To your other point, I read the NCSWIC is formed to address normal concerns, as a planning and prep operation inside every state, on behalf of civilian government in an emergency.
I was just reading a few days ago about Oklahoma and perusing the names of those on the board there, to see if I knew any of them.
From those I hear, and from what I read, the only plausible ACTION I think, will be by way of a “Global Alliance”.
