Ukraine sent a dead tortured Russian soldier back to Russia on an exchange quite recently.

Alexander, from the 2nd brigade of the 202nd regiment of the LPR People’s Militia, had hand bone fractures, the mangled phalanx of one of the right hand fingers, gunshot wounds in the legs, part of the auricle was cut off, numerous burns are visible (presumably left by a soldering iron). The cause of death, according to experts, was acute blood loss as a result of injuries to the lower extremities because of criminal failure to provide medical care. He was part of a prisoner exchange after he was captured by the UAF.

Ukraine should have the right to target Ruzzian military bases officials say

It is a war. Why would this even be discussed?

Everything each side has is a target.

Hospitals, not so much.

Nice story - with no proof. Perhaps your Russian army did that to him and left him to die as they retreated?
