Assuming you can conceal 8 -30 round mags you still would need to conceal the weapon. Talk about loaded down. It would take a 4X sized coat to cover all of that to have any chance of not looking suspicious.
They called it an "Emergency request" to get around the normal, slow bureaucratic process.

My favorite “tactical” rifle is still an old Springfield “M1A” which is their semi auto recreation of the venerable M14. It’s chambered in .308, which is a great cartridge, no disrespect intended to the 30-06.
