Abe, recounting bad ballots will likely result in the same outcome. ONLY when the bad ballots are thrown out and the good ballots are counted, will there be a change.
The recount is automatic, but he is not relying on that, rather, a number of other issues like miscounts, erroneous transcription of damaged ballots, errors that resulted in voters being marked as voting when they just decided to go to a polling place with working equiptment only to find out they were already considered to have voted in the first precinct, things like that.
