I think remember the first time I saw the two gestures combined. I thought something like, “Is that really necessary?”

Now, I regard it as adding an exclamation point.

Knew an Italian fellow that would use the arm gesture and, for emphasis, he said, he would hesitate then explode the fingers of hand at the end.
