Per Constitution and "3 U.S. Code ยง 15 - Counting electoral votes in Congress" - he couldn't.

There's a bill sitting in the Senate and a bill sitting in the House to close what has been stated(by Rats) as possible "loopholes" where the President of the Senate "could" reject the electoral vote count.

You are probably right.

I have not dug carefully on this topic. Plus, it seems like even among lawyers and experts there is still some discussion/argument.

So maybe the point was not to pass a law to prevent the VP from legally rejecting the electoral count, but maybe the point was to pass a law to remove any doubt or ambiguity or loophole.

One area that always seems to work against us is various legal loopholes or gray areas where the DS always stakes out their ownership. If and when the patriots finally do challenge them, then we are stuck in a long, drawn-out, expensive, draining battle. The Roe v. Wade “penumbra” is an example of one of those. Because of how they “planted their flag” on that hill, we have been waging the uphill battle against it for 50 years. And it’s still not over.
