Interesting that our problem child states are not automatic mail-in voting. That means that millions of people, mostly dems, are specifically requesting them. It could also be that the state OR NGOs send out invitations to request mail-in ballots. I wouldn't be surprised if it's targeted towards dem voters just like the ballot collection boxes were placed in dem areas. It's all election infrastructure. Likely NGOs like below are doing it;

* Except for Nevada. Out of the blue states listed, that’s our best bet of getting things changed, but we need to start focusing on getting great state legislature candidates and funding them properly. A Republican governor doesn’t mean much in this regard with a Dem state legislature and AG.
