About the picture “Everything has meaning”...
The top picture with President Trump shows Army officer (presumably a General-rank) in the center wearing an Army Service Uniform with all of the decorations, rank, etc.
The bottom picture shows an Army officer (indicated by the “scrambled eggs” on the visor and front of the cap) (also presumably a General-rank) wearing an ASU all-weather coat and white scarf and gloves - for cold weather. I believe that Generals have a gold stripe on their jacket cuffs and it looks like he may also have shoulder boards with his rank as in the top photo. No other accessories (medals and such) are usually worn with the all-weather coat.
In short, I wouldn’t read too much into the difference in uniforms.
