I think that the biggest “underground” money maker is pakalolo (weed).
The stuff is everywhere and the authorities for the most part turn a blind eye.

Both Hawaii and Florida are warm tourist and relocation destinations.
Both Hawaii and Florida are heavily dependent on tourism for their economic success.
Between the 2, Florida has no state income tax.

It used to be, common knowledge that the Hawaiian mafia, protected by politicians, had huge grows on the Big Island, and many smaller growers of course. I don’t know how big it is still, considering it is now legal in WA, CA and OR. Of course the legality here is wrecking people but who cares.
