We don’t know that yet. What makes the stolen personal identification info so disturbing is the potential for it to be used by the CCP to sway the election. There is no direct evidence, that I’m aware of, that the stolen data was used in this way, but it may be out there waiting to be uncovered.

If you can get your personnel system into the county election office it may contain software that allows you to remote access and their computer systems and snoop around in other places, and ultimately, their tabulation systems.
Failing that, if you get the names of the poll workers you can sort through them for any Chinese names and send someone to muscle them to covertly insert a memory stick with malware into one of the tabulating or voting machines. (Or look for sympathetic fellow travelers or for weak link black mailables to do the same.)
