Nice idea but it won't work. Radio waves don't propagate very well underwater. It has been suggested that we could create an acoustic GPS system using buoys to broadcast the same time tic that the satellites do.
While this might be made to work, I don't think it is cost effective. In the '60s we had an inertial navigation system that was at least as accurate as this would be. You wouldn't need to put it in a weapon as anything that would launch the weapon would already have access to GPS or the Inertial Navigation systems.

Yeah, I knew that you had to go ELF or longer to really work underwater; I was thinking it could use GPS until entry with an waypoint for detonation similar to how tomahawks and harpoons could use waypoints.
So final check before entry with a waypoint calculated for terminal. It doesn’t have to be 100% exact either as the pressure wave will do nearly as much damage as the explosive.
Just a thought....but then I’ve been thinking about unmanned subs that could surface and launch a flight of drones for about 20 years...I’m convinced they already have a proto because the tech is definitely there if someone wanted to spend the money.
