Simple, just close all car dealerships in California that sell vehicles with internal combustion engines.
Enforce an immediate ban of vehicles with internal combustion engines in California.
Stop shipping new vehicles with internal combustion engines into California.
Put up checkpoints at the border on all highways entering California, and refuse entry unless the vehicle is electric, steam, wind driven, or self propelled.
Make California live its Big Green Agenda.
