The 3/5ths rule counted only 60 percent of the black population for purposes of apportionments of congressmen from each State to the House of Representatives.
Therefore 2/5ths or 40 percent of the Black population was virtually nonexistent for apportionment purposes.
Irony: Since Roe v. Wade in 1973 which was overwhelmingly passed by Democrats, 40% percent or 2/5ths of the African American community has been aborted and in effect has caused 2/5ths of the aforementioned population to no lounger count and not just virtually not count but literally not count!
Therefore, I apportion 100 percent of the blame to Democrats.
