Castro’s statement is so full of false concern about the illegals. He doesn’t care about their health conditions, whether they need a wheelchair etc. He is just trying to shame the governors of states sending the illegals to his state by implying they don’t care about the illegals and as proof he throws out the medical condition etc red herring. What Castro is really complaining about is that they don’t know when the busses are coming so they can’t meet them and turn them around.
