this was sloppy police work
while officers make an arrest
other officers make a perimeter
to keep everyone else away to protect the officers making the arrest
the woman was allowed to walk right up to the situation

It looks like he was part of the perimeter. With a crowd forming he can’t waste time arguing with one person, especially after she strikes him.
Though it’s obvious that there weren’t nearly enough social workers assigned to handle the situation. /s
Pretty stupid on her part for walking in where she was neither wanted nor needed. And it is not like the movies where the 95 lbs. woman kicks the crap out of a 225 lbs. man.
Little girl will probably never again do something so stupid again. Lesson learned.
