We tend to think of the presidential election as being held in November, but that’s the people choosing Presidential Electors. Even then, state legislatures have final authority to override the popular vote or even refuse to hold popular elections for Electors. This is the result of language in Article II of the Constitution and a Supreme Court decision from 1877 that was codified by Congress in 1887.
The actual presidential election occurs in December when the Electors meet in their respective state capitals to vote. Suppose Trump is referring to that election.
I’m not going to speculate as to what would cause a new “December election.” It might be something from the Supreme Court or a military move under the Laws of War to remove the current government on grounds of treason. The latter would be messy.
This is where state legislatures withdrawing their Biden electors would come into play. It would involve both a major scandal that outrages the public and the willingness of MAGA state legislators to withdraw Biden electors in spite of threats from BLM, Antifa, the John Brown Gun Club, unions and other ne’er-do-wells. It would also require MAGA governors to be willing to call out the National Guard to keep the forces of chaos at bay, even to refusing to allow federalization of the Guard by the current president.
With Biden electors withdrawn and thus no winner in the Electoral College, we have a contingent election. The House elects the president caucusing by state, and the Senate elects the Vice President. With sufficient majorities in both Houses, we end up with Trump restored to office.
As to whether anything done by the previous administration is valid, the Supreme Court will have to decide.

While no one knows the future with 100% certainty, there’s an increasingly strong sense that WHATEVER is coming will occur sooner rather than later. It’s almost palpable.
On the one hand, “what a time to be alive” (for purposes of posterity). On the other hand, thank goodness for living far from the nearest metropolitan area.
