What you are talking about is a military coup, which is totally outside the Constitution -- except for one situation.

If the District of Columbia is removed via a decapitation strike, then executive orders from the Eisenhower and Kennedy eras would be invoked, which would place the military in control until civil government could be restored from the bottom up.
