What does “HAMMR” mean?

HAMMR was a surveillance system designed by Dennis Montgomery. It was supposed to be used only for foreign surveillance but Obama, Clapper and Brennan started using it against Americans, including federal judges and USSC justices. Maybe the HAMMR was used to capture information about these people once DJT became President (another means of getting the ‘all’ in “We have it all”?).
