The purpose of the House was to represent the interest of the States and the purpose of the senate was to represent the interest of the people. The system was designed to be a series of check and balances on powers and interests. The 17th amendment removed one of the checks and balances. Very few people would argue that our government has improved (with a few exceptions) over the last 110 years, and the 17th amendment while probably not a root cause, is definitely part of the problem.

Repealing 17A would not have kept Miotch out of the Senate. Hardly. He had interned with Sen. John Sherman Cooper and ran Sen. Marlow Cook's office. President Ford gave him a cush job in his AG's office.

In his first primary in '84, they ran 3 tomato cans at him, who split 21% among themselves evenly.

Senate represented state’s interests.
