Any lawyer worth his salt knows that finding the right judge to sign an ex parte order is critical, especially if the order being presented is a little dicey. US Attorneys are competent and some are dishonest. Wouldn’t put this one past them.

If a real investigation is ever done, there should be evidence that the DoJ went out of its way to ascertain when the regular judge would be away. Reinhart likely knew the judicial schedule, and coordinated the DoJ’s submittal.
It’s also been pointed out that the DoJ waited until Congress recessed, so that pro-Trump Republicans were unavailable to subpoena the affidavit.
