Are the US citizens there legally?
USA citizens can stay for six months with a standard visa, like tourist, business, medical, education.
Longer than six months, you need a different kind of visa.
I’m sure they are there legally and are also no drain whatsoever on Mexican taxpayers or services (schools, hospitals, etc.). I’ll bet the locals who own businesses they patronize don’t hate their cash money.
