Spending 80 billion to 'maybe' get $20B in revenue seems like a pretty stupid idea.

Here's a better idea - simplify the tax code. Drastically. Like 10% for all, not deductions, no exemptions, credits, no adjustments of ANY kind. So simple even a democRAT could figure it out.
