There is no law, no rule, no procedure anyplace in our system of gov’t that requires an official AT ANY LEVEL to sign off or otherwise approve ANYTHING that is fraudulent, in error, or even questionable in it’s form, including election certification.

12th amendment

–the President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;

and that's it in the Constitution for the President of the Senate.

The Electoral Count Act is Title 3 of the US Code.
