Normal for Phase 1/2/3 to be run concurrently? Doubt it. Normally, there is a Phase 4 which is when a sizable portion of the public starts getting it and it’s monitored.

Donald Trump created Operation Warp Speed for the express purpose of having Covid vaccines available by the end of 2020. And part of that included running clinical trial phases simultaneously.

Rather than eliminating steps from traditional development timelines, steps will proceed simultaneously, such as starting manufacturing of vaccines and therapeutics at industrial scale well before the demonstration of efficacy and safety as happens normally.
