In Democracy in America, Alexis de Tocqueville noticed the presence of what we would call "civil society," something lacking in France. If something needed to be addressed in a community, the men of the town would get together, form a committee and address the problem directly.
That ended with the New Deal.
Today if something needs to be addressed, the people of the town will get together, form a committee -- and petition government to address the problem. Since 1933, people have looked to government for solutions, not to themselves.
