I’m no gun enthusiast but it seems like this sort of thing
would be easy to build for someone who is the least bit clever.
The answer to this sort of thing is to raise the moral standards of society. I can’t see how any law could keep
bad people from doing things like this.
I watch the destruction of civil order and shake my head in disgust.

As this killer demonstrated a primer isn't necessary which is the one component of modern firearms that can't be homemade AFAIK.
