How does one defy this ruling?

My understanding is that with the ruling, abortion related law reverts to the states. Mad Max is from Kalifornia. My guess is that abortion on demand including after birth will remain legal in godless Kalifornia.

Maxine went beyond that point and said "we will defy them", referring to the third branch of our government.

But, to answer you question, the "Biden" government already has people working on legislative work-arounds. As you might imaging, it will find a basis for jurisdiction no doubt somewhere near the Commerce Clause. The laws will have immediate application and it will take the courts years to address the issue.
