its probably true. think about how many good police officers you know who aren’t beating people down because they piss the cop off. Then think of how the media treats the stories of the less than 1% of the cops who have power issues. The media blows up the negative stories because they are dramatic and get them viewers AND NEVER ONCE tell the story from a statistical perspective. Have you ever heard the media say, “This incident is sad and likely devastating to all who are involved, but national statistics show that there are 3 million stops every day and this sort of abusive interaction happens 1 time every two months. In other words, this happens 1 time in 180 million stops. You have a better chance of getting struck by lightning.” This would drastically alter the perspective of the general public and there would be vastly fewer anti-police actions taken because people would have a real idea of what is going on out there. (my numbers are made up. I don’t know what the actual statistics are.)

People here have flipped that around into saying that the 1% of good agents are stigmatized by the 99% of bad agents.
