This is called “late empire sh!t” (it is happening in the US as well), and it occurs in the final years before something new is born (which makes no pretense of any links to the former entities). You don’t have to go as far back as Rome to see it play out; it happened after WWI when leaderless European people in former monarchies were left at the mercy of leftist revolutionaries.
FWIW, the inmates probably don’t survive the birth of the new system; the “replacement Americans” have no stomach for their perversions.
