Blocky, impersonal, ugly, 1950s Soviet iron curtain style architecture, perfect for national security apparatus.
It could also be a telephone switching facuility. They tend to be windowless.
You could house a prison inside and nobody would know. (Renditioned to New York for interrogation...nasty thought)
Trying to remember if NSA is are DS or Anti-DS?

I have been in that building. Used to have to go up to NY for meetings. The company I worked for had Telecom equipment in there. I did get to the roof and basement. It’s pretty cool.
