I’ll once again say that the Senior Executive Service, considers itself the US government.

SES, Off-CONUS does anything it wants because they are not bound by the Constitution on foreign soil.
As international diplomats, they are the United States in place.
Their intelligence units don’t just find compromising information, they manufacture it to control On-CONUS actors.
To regain control, The US Department of State must be gutted of ALL employees, agents and military attaches, right back to the Ambassador level.
The, the SES union contract must be nullified and (per Roosevelt) made so that unionization (communization!) is illegal.
