Why is the obvious being avoided?
Isn’t it entirely possible this shows an over-the-head latex mask?
It appears to be inadequately “glued” to the face around the eyes.

Looks like darker circles around the eye sockets, and rest of face is lighter, like she used too much pancake makeup.
Or a mask !
The ones used in the “Mission Impossible” movies come to mind.
She has exhibited this condition for some time, albeit it is not always this apparent. I noticed an almost skeletal look to her face some years back and have since marveled at how her people (usually) manage to change her appearance for the better.
