I think he was partially correct but had the political lines drawn incorrectly. He thought the clowns were working on behalf of the Rs.

I do believe there are reasons for that:

Bill Clinton, Mena Arkansas drug running (Bobby Seale flying drugs from the Oil Company Poppy Bush owned to Mena)
