Perhaps. Or she may be the Judas goat assigned the job of breaking up the Democrat Party by leading traditionally moderate and patriotic Democrats out of the party and into Trump's Republican Party. Things are not always what they appear to be.

Those Democrats who have not yet begun to question their party are going to need more than Tulsi to lead them to the truth. She’s not a particularly effective communicator. She’s self righteous, always angry, and her “I was in the military so whatever I say must be right” attitude is tiresome. She doesn’t appear to make any genuine alliances with those on the right with whom she claims to have common cause on certain issues. The only people on the right that she has a relationship with seem to be fawning media types (e.g. Tucker) who she believes will advance her interests.
She shows no signs of having anything resembling a human soul IMO. Cold hearted to the bone
