Fog of war - I read that that particular tank was, in fact, a Ukrainian tank. But the driver of the car was somehow Ok.
Watching the video with the tank sliding around on the pavement, it appears quite possibly that it was a very inexperienced driver in the tank that kind of lost control rather than a deliberate hit.
No description of shooter or victims.

His lower body might be pinned in the wreckage. Judging by his outward appearances, he looks to be ok, but it is possible he may have internal injuries. Watching the crash and seeing the extent of damage to his vehicle, it’s miraculous that he wasn’t killed instantly.

But riddle me this: No one has mentioned the natural gas pipeline that crosses Ukr from Russia to the east. Some years ago the Ruskies regularly complained the Ukes didn’t pay their gas bill. For the past decade or so they shut up about it. If Ivan was serious about wiping out the Ukes his first step would be turning off the gas. Hasn’t happened. And he wouldn’t have to hit a power plant if he just shut off the fuel. It seems to me that Pooty has no interest in destroying Uke infrastructure since he knows he would have to rebuild it-—with no help from anyone.
