He's basically saying that the API (application programming interface) is not yet available to the outside ... API is access to the interface/feed code, which you can then insert into another website (the way Facebook or Twitter feeds are inserted into a sidebar of a blog so people can read what the latest posts from that blogger are). The API isn't available yet, so how did Qapp get access to that feed?
I get what he's saying, but it doesn't rule out someone who got early access. Doesn't necessarily mean it is Q.
