I’d have worried about that more under the Ukrainians hold than the Russians, and it was dwarfed by the potential threat of our spent fuels being held hostage by pump controller software/malware. In the scheme of planet mayhem though, it would take 90 million + tons of plutonium evenly divided over the first 1 foot of air over the surface of the planet just to exceed the time weighted LD50 over that 1 foot. There is less than 100 tons of that in existence.
