Maritime paints use rapeseed oil as a vehical since it allows you to paint on wet metal.

FWIW - Canola is rapeseed oil. The name is derived from CANada Oil Low Acid.

L.P. Rapeseed oil is still an industrial oil used as a marine lubricant and paint vehicle. Canada genetically engineered the mustard plant to reduce the Erucic acid content in the oil to make it a cooking oil. (Mustard grows quickly at high latitudes so you can grow it in places like Labrador.)

So, Rapeseed is still an industrial oil with high erucic acid content, and Canola just has a lower content. So you are pretty much correct.

(However....I still do not think it is healthy and will not use it. Heat destroys the omega 3s, and it goes rancid quickly!)
