I see this as a ploy to strengthen Ontario’s negotiating position. Even after the charges and license pulls are levied, they could be rescinded if a deal is cut. Once the charges are levied, if say 1/3 of the truckers remain, there are no more cudgels to use, but the rescission of the penalties can be used as a bargaining chip. Canada doesn’t really want to lose hundreds of truckers. They won’t collect the full amount on the fines, either, and there is no room in the jails for all of the truckers.
The more truckers stay (easy for me to say) the stronger their position.

If they don’t want a convoy, I say let the truckers strike. Park their trucks & refuse to drive.
