I only found that out after reading a lyric sheet. WHen I heard the song, it sounded like he was saying "Topeka", which made more sense than "is still beating" after he lists all those cities. I thought he was being ironic.
Anyway, I was having fun with the perceived name.

The original was "The Heart of Rock and Roll is in Cleveland" (OH). Seriously.
But he changed it to "The Heard of Rock and Roll is Still Beating" for the release recording to make it more general.
