It doesn't. It could be anyone not otherwise prohibited from becoming President.
Hillary for example; or Big Mike. Oprah, even.
Just remember VP picks are approved by the House not the Senate.
I believe the point there is that Kamela HAS to be offered something that allows her to save face in light of declining to fill the sea cucumber’s shoes on his hypothesized resignation.
Then the Senate is flipped by the indictment of one of them under a republican governor and their subsequent replacement by a Constitutional team player...
