The areas that seem to intrude are arranged so a certain demographic can assert their majority vote.
This is because the previous iteration was designed to keep that demographic from voting.
Michigan legislators allowed for an “independent” commission to design the districts, capitulating their constitutional duty to do so.
Only the fools in Lansing thought it would be drawn along non-partisan lines.
